Each of the 4 councils have developed a Fuel Poverty Strategy. The aim of this is to remove all households from fuel poverty by the year 2016, with 30% removed by 2006. A household is defined as being in fuel poverty if, in order to maintain a satisfactory heating regime, it would be required to spend more than 10% of its annual income on all household fuel use.
